Overstrand – Overstrand Municipality Law Enforcement conducted crime prevention operations across the Overstrand area over the past two weeks, resulting in significant enforcement action.

Crime Operation leads to Arrests and Fines
During this period, 16 arrests were made and numerous fines were issued for various by-law and related offences.
The integrated crime prevention operations conducted by the Overstrand Municipality Public Safety Law Enforcement Units alongside SAPS and partners resulted in 11 arrests and R13,500 in fines.
Among those arrested was a parking attendant who was taken into custody due to outstanding warrants. The individual is now serving a total of eight months’ imprisonment after previously suspended sentences were activated.
In addition, law enforcement officers executed 368 warrants of arrest during the operation relating to:
- 257 parking attendant-related offences
- 67 offences involving car washers
- 13 cases of drinking alcohol in public places
- 7 cases of illegal camping
- 23 other by-law-related offences, including littering and illegal dumping
The Law enforcement teams focused particular attention on Gansbaai and Hermanus, where complaints regarding illegal waste pickers and littering have been increasing.
Crime Operation Results & Enforcement
- Total Arrests: 11 individuals apprehended for various offenses.
- Fines Issued: Totaling R13,500.
- Confiscations: Illegal drugs, fishing equipment, and marine resources/fish.
- Specific Incident: In Hawston, three people were arrested for possessing an illegal gill net and undersized fish, alongside the seizure of a vehicle, ski boat, and trailer valued at roughly R120,000.
Crime Operational Focus Areas
- Crime Prevention: Patrols and stop-and-search operations executed by the K9 Unit and Task Team in Mount Pleasant, Zwelihle, and Schulphoek.
- Premises Searches: Carried out in Gansbaai, Blompark, Masakhane, and Mount Pleasant, where Mandrax was recovered in Gansbaai.
- Traffic Enforcement: Vehicle control checkpoints set up, including checking 23 vehicles on Bergsig Street.
Intelligence-driven deployments have achieved notable results, including arrests during a Gansbaai drug bust alongside SAPS and extensive stop-and-search operations across Mount Pleasant, Zwelihle, and Schulphoek.
The Overstrand Municipality K9 Unit continues to adapt and scale its local footprint. Recent operational developments and logistical frameworks highlights how the unit acts as a crucial line of defence.
The dogs are deployed daily across high-risk sectors to enforce the Drug and Drug Trafficking Act and the Marine Living Resources Act:
- Narcotics Surveillance: Tracking and intercepting highly addictive substances, primarily Tik (Methamphetamine) and Mandrax.
- Marine Anti-Poaching: Sniffing out illegally harvested Abalone (Perlemoen) and West Coast Rock Lobster tails hidden inside transport vehicles or local drop locations
Bin Picking
Applying penalties for littering and illegal dumping often depends on available evidence, making enforcement difficult unless offenders are caught in the act.
A growing concern throughout the Municipality is the activity of so-called bin pickers or informal waste collectors who search through refuse bins and black bags for recyclable materials, food, and other items of value. While these individuals form part of South Africa’s informal recycling economy and often operate out of economic necessity, their activities can result in littering, illegal dumping, and concerns regarding security.
Waste management remains a significant challenge, not only for the Overstrand Municipality but for municipalities across South Africa and around the world. The municipality continues to balance humanitarian considerations with the need to maintain clean, safe, and orderly public spaces.
Overstrand Law Enforcement will continue its focused operations to ensure compliance with municipal by-laws and to address issues affecting the quality of life of residents and visitors throughout the area.
