Western Cape, City of Cape Town – Pensioner relief applications on deadline.

The City thanks pensioners, social grant recipients and indigent residents who have applied for relief for their patience. Our teams are currently processing high volumes of applications. These residents may be charged in full this month, but can expect to see a refund on their next account once their applications have been processed, as the benefits will be backdated to 1 July.

Grace periods and cut off dates for applications:

Rates rebates – renewals (every three years after a new General Valuation)

•                 APPLIED FOR RENEWAL BEFORE 1 JULY 2026: All pensioners and social grant recipients who submitted applications to renew their benefits before 1 July 2026 are thanked for their patience while their applications are being processed. Once approved, their benefits will be backdated to 1 July 2026.

•                AFTER 1 JULY 2026: The renewal application process must be completed before 31 August 2026. Until the application is approved, residents will not receive rates discounts on their monthly municipal bill. Only those who apply by 31 August 2026 will have their rates rebate backdated to 1 July 2026.

Rates rebate new applications:

Indigent support (annual and for applicants who are 60 years and older, every three years after a new General Valuation):

•                 Qualifying indigent residents who applied for the renewal of their benefits before 1 July 2026 are thanked for their patience while their applications are being processed. For beneficiaries whose benefits expired on 30 June 2026, approved applications will be backdated to 1 July 2026, ensuring continuity of eligible benefits.

AFTER 1 JULY 2026:

•                 Apply for assistance before 30 December 2026.

•                 Backdating of benefits to 1 July 2026 will be considered for beneficiaries aged 60 years and older.

•                 Until the application is approved, applicants will not receive indigent benefits on their monthly municipal bill.

The City is also proactively contacting registered beneficiaries for renewals via SMS to assist with the renewal applications via the City’s new WhatsApp chatbot called Hello-RITA. If in doubt, call the City’s Call Centre on 0860 103 089 to verify the SMS message. Pensioners may also contact rates.rebate@capetown.gov.za for individual assistance from one of our team members or visit their nearest Customer Interaction Centre. 

It is necessary to re-apply for assistance as the City is legally bound to check the financial status of beneficiaries to confirm that they meet the requirements for social package assistance. Staff will continue to work to assist our beneficiaries.

‘We thank our residents for their patience while staff process the support applications. The City has budgeted more than R8,3 billion in social assistance to qualifying pensioners and indigent residents for the 2026/27 financial year.

We encourage those who have previously received help to reapply as soon as possible and we also welcome new applications,’ said the City’s Mayoral Committee Member for Finance, Councillor Siseko Mbandezi.
