CAPE TOWN, 16 October 2026 – Cape Town title deeds are providing thousands of residents with formal proof of homeownership as the City of Cape Town celebrates the delivery of 6,529 title deeds in just two financial years.

According to a City media release dated 14 October 2026, the municipality delivered 3,303 title deeds during the 2024/25 financial year and a further 3,226 during 2025/26.

The initiative aims to help qualifying residents establish legal ownership of homes they may have occupied for years, providing greater certainty about their property rights and the opportunity to pass property on to future generations.

Cape Town Title Deeds Programme Reaches Thousands of Households

The City’s accelerated title deed delivery programme has been assisting residents across Cape Town who have not yet received formal ownership documents for their government-subsidised homes.

Through the Title Deed-to-Door campaign and the travelling Title Deeds Express, municipal officials are taking services directly to communities.

These initiatives help identify outstanding beneficiaries and address administrative barriers that may have delayed the transfer of properties into residents’ names.

The campaign focuses on making assistance more accessible instead of relying solely on residents visiting municipal offices.

Why Title Deeds Matter for Cape Town Homeowners

A title deed is an important legal document that provides evidence of registered property ownership.

For residents living in government-subsidised housing, receiving a title deed can offer greater certainty about their rights to the property.

It can also support longer-term family planning, including the ability to leave property to future generations, subject to the applicable legal requirements.

Councillor Carl Pophaim, the City’s Mayoral Committee Member for Human Settlements, emphasised the significance of the programme.

“A house provides shelter. A title deed provides ownership, security and the opportunity to leave something behind for the next generation,” said Pophaim.

He explained that some families had faced uncertainty over their homes for years or even decades, and the City’s programme aims to address these challenges one household at a time.

Title Deeds Express Brings Services Directly to Communities

The City’s dedicated mobile service, known as the Title Deeds Express, travels across Cape Town to bring Human Settlements assistance closer to residents.

The municipality has planned R37.9 million over three years to support its title deed delivery work.

According to Pophaim, issuing keys to a home is not the final step in housing delivery. Helping families obtain legal proof of ownership is equally important.

The City is encouraging residents who have not received their title deeds to come forward and establish whether they qualify for assistance.

Who Can Apply for Cape Town Title Deeds?

Residents living in older City housing developments who have never received a title deed are encouraged to contact the City’s Human Settlements Department.

This includes original beneficiaries of government-subsidised housing and residents who may have purchased a government-subsidised property.

The City will consider the circumstances of each case before determining whether the property can be transferred into the applicant’s name.

Residents should be prepared to provide the following information:

  • Who currently occupies the property.
  • How the current occupants came to live there.
  • Proof of purchase, where applicable.
  • How long they have occupied the property.
  • Any supporting documents relating to the property.

Important: Contacting the City does not automatically guarantee that an applicant qualifies or will receive a title deed.

Documents Needed When the City Visits Your Community

Residents wishing to enquire about Cape Town title deeds should prepare the appropriate documents before meeting municipal officials.

Required documents may include:

  1. Identity document: The applicant’s South African identity document.
  2. Proof of address: Documentation confirming the applicant’s residential address.
  3. Marriage documents: Married applicants should bring their spouse’s identity document and marriage certificate.
  4. Documents for deceased relatives: Where a spouse or parent has passed away, death certificates, relevant identity documents, marriage certificates and letters of executorship or authority may be required.

Additional documentation may be requested depending on the circumstances.

Residents are advised to contact the City beforehand to confirm exactly which documents apply to their case.

The required documents must be supplied before a title deed can be handed over.

Beware of Title Deed Scams: City Housing Services Are Free

The City of Cape Town has reminded residents that all City housing services are free.

Residents should never pay individuals or third parties who claim they can arrange title deeds or housing assistance on behalf of the municipality.

Anyone receiving a suspicious request for payment should verify the information directly with the City’s Human Settlements call centre.
